Non consensual PvP doesn't happen if you can't find anyone cause they refuse to uncloak because the veil of security they once had is gone due to the scan limitations, so they replace it with the next best thing - Being unfindable.

Because there is no clear indication of when you are cleared to scan again. Not everyone keeps a clock nearby that shows the seconds tick by.

Christ, don't you know how to count seconds without a clock? Most people can do it by intuition. Are you sheltered or something?
Apologies, but between everything else i do in eve which relies on time limitations and holds my focus, counting to myself tends to take the back burner in between Staying alive and relaying intel.

Yes, and if you want to know if the scan was successful and the area is just clear/nothing changed from last scan, and that little notification thingy is only there from the last failed scan, or if you scanned too early you need the Logs window open to see if a new line was produced.
More open windows is always a good thing after all.
